Hi,
Can you send you cabinet for analysis,
But first of all,
-without having your cabinet, are you sure that you can’t see the counter from top in the preview? In other words, if your panel has machining on both sides he should be flipped
If you select your part and click on DXF Tooling and you see F2 that would mean that your tooling is on the bottom of the part.
Parts with both side drilling/milling are assigned with properties “2”
in case of both side milling/drilling, Right side of panel always on top!

*If, when you import the part with the internal tooling, it looks like the second job on the screenshot below.
I would say that the DXF layer import option is not properly configured.
This setup is add if you install our QuickDesign libraries,

When Doing a Cabinet everything seems fine in polyboard then after nesting instead of doing a panel its creating a frame around it and leaving the center as a cut piece
