I don’t have a perfect solution, 

The first solution is to make Multiple drawers, but this generates several facades to assemble which seems to me to be not very functional, and a source of error

The second solution is to add Nil shelve  with fixed distance from bottom for example at 250 from bottom add Built-in drawers on top zone, with Nil frontage, without Slack in depth

With multi click, select both zone to add Applied (overpassing) drawer

Fixed distance, is very important to edit positioning rules according drawers, 

This solution may seem more complicated but it takes less than 2 minutes
