DXF-2D folder in part to part, but required CAD software to take dimension,

The risers are 30mm thick. Why is the measurement tool so off? And why are there multiple planes?

Bonus question – the steps are 30mm thick. Sometimes the distance is changed in the drawings like 35mm. Is this because the fronts are not straight?
