Overlay/Underlay Rules Issues

I thought we had got our head around the Overlay/Underlay options when applying rules but have got stumped again.

On the following simple unit (Also attached) we have got 2 fixed shelves. One of them is 21mm recess from the door.

When we add the fixtures rules, we have them set to be 40 mm from the beginning and end with a max distance of 225mm between the fittings.

This is working fine on the fixed shelf that is flush to the front but isn’t stepping the start point 21mm on the fixed shelf that is recessed. I have spent a few hours playing around with different ways to get it to work but I have failed.

We want it so the first through hole will be an amount from the front of the shelf no matter if it is recessed or not. Sure we are missing something obvious but cant work it out!

Also what does it mean on the drop down list for the rules for the reference for “Zone inside”. I understand overlay and underlay (I thought!) but not sure what the zone inside options means.
